2020年12月4日（星期五），马来西亚中资企业总商会理事会及会员大会首次通过视频方式召开，共有104家中资企业以线上形式参会，符合章程规定人数。会议由刘绍泉秘书长主持。按照章程规定，本次大会审议通过了《2019年会员大会会议纪要》和《2019年财务审计报告》，张敏会长代表理事会做2020年总商会工作报告。

On 4th of December 2020 (Friday), the Board of Committee meeting and Annual General Meeting of China Enterprises Chamber of Commerce in Malaysia (CECCM) was held via online for the first time. A total of 104 members participated in the meeting online, which met the number of persons required by the constitutions of CECCM. Both the Board of Committee meeting and Annual General Meeting were chaired by Secretary-General Liu Shaoquan.
In accordance with the constitution of the articles of CECCM, “Minutes of the 2019 Annual General Meeting” and the “2019 Financial Audit Report” were reviewed and approved. President of CECCM, Zhang Min delivered the CECCM 2020 work report on behalf of the board of committee.

张敏会长指出，2020年在马中资企业一手抓防疫，一手抓生产，克服了重重困难，为中马两国经贸、人文交往作了大量的工作，也获得了包括中国商务部、境外商协会联席会议、驻马大使馆的高度认可。
President of CECCM, Zhang Min pointed out China-funded enterprises in Malaysia managed to focus on fighting the pandemic while enhancing the business operation and production throughout the year 2020. They have overcome many difficulties and have done a lot of work for economic, trade and cultural exchanges between China and Malaysia. They have gained recognition of the The Ministry of Commerce of the People’s Republic of China, Foreign Business Associations and
Embassy of the People’s Republic of China in Malaysia.
总商会在一年来，认真遵照境外中资企业商协会“协调、联谊、促进、调研、信息、维权”12字方针指引，充分发挥自身功能，努力开展各项工作。对内通过各项措施团结在马中资企业，提升凝聚力；对外保持与马来西亚政府机构、主流社团等的密切交往，扩大影响力，切实为增进两国民间交往，推动双边在经贸、人文、科技等领域的交流做出了贡献。
Over the past year, CECCM has conscientiously followed the 12 guidelines by overseas Chinese-funded enterprises and chambers of commerce which are “Coordination, Friendship, Promotion, Research, Information, and Rights Protection” to carry out various tasks. Various measures are adopted internally to unite Chinese-funded enterprises in Malaysia and to maintain close exchanges with Malaysian government agencies. This is to expand CECCM’s influences and effectively promote bilateral economic trade, cultural, scientific and technological exchanges.
总商会进一步完善自身建设；在特殊时期凝聚中资企业力量齐心抗疫，一方面与马方政府沟通协调企业复工复产事宜，为经济恢复献计献策，一方面组织在马中资企业捐款捐物抗击疫情；总商会也组织了线上、线下等多种形式的活动，聚焦与马来西亚政商各界交流、热衷社会公益、丰富在马中资企业员工的生活，取得了良好的效果。
CECCM also improved and gathered the strength of Chinese-funded enterprises to fight the epidemic. CECCM communicated and coordinated with the Malaysian government on the resumption of work and production and made suggestions for economic recovery. Besides organizing donation of Chinese-funded enterprises in Malaysia to the NGOs to fight the pandemic, CECCM has also organized various online and offline activities, focusing on various aspect. It is also enthusiastic about social welfare, enriching the lives of Chinese-funded enterprises in Malaysia, which proved to have achieved good results.

Secretary-General of CECCM, Liu Shaoquan delivered the report of donations raised by the CECCM in 2020 and the uses of the funds raised.
杨志军总财政报告经审计的2019年度财务报告，并获得大会通过。
Treasurer of CECCM, Yang Zhijun delivered the 2019 financial report and was approved by the members.
最后，张佩东公参受邀致辞。张公参首先分析了当前国际国内形势，指出中马投资贸易合作呈现良好态势。张公参充分肯定了总商会过去一年的工作，尤其是在疫情期间，表现突出。她对疫情期间在马中资企业坚守岗位，积极抗疫表示了感谢。
张公参对商会及在马中资企业下一步工作提出了三点建议，一是在变局中开新局，发挥各自优势，优化合作模式；二是强化能力建设，提升国际视野，着眼大局、科学管理、练好内功；三是严防严控抗疫，最大限度降低疫情对企业经营的影响。
Lastly, Economic Counselor of The Ministry of Commerce of the People’s Republic of China, Zhang Peidong was invited to give a speech. Economic Counselor Zhang first analyzed the current international and domestic situation and pointed out that China-Malaysia investment and trade cooperation is showing a good momentum. She also fully affirmed the work of the CECCM in the past year, especially during the pandemic. She expressed gratitude to Chinese-funded enterprises in Malaysia for being resopnsible and actively taking pre-cautions in fighting the pandemic.
Economic Counselor Zhang stated three suggestions for CECCM. One, to be adaptable when facing uncertainties in different situations. Second, to optimize and strengthen skills of Chinese-funded enterprises in order to enhance international vision. Third, to strictly control the pandemic and minimize the impact of the pandemic on business operations.
张公参表示，跌宕起伏的2020年将是开拓世界新潮流的起跑线。希望中资企业总商会砥砺前行，继续发挥中马经贸合作推进器的作用。
Economic Counselor Zhang said that the ups and downs of 2020 will be the trend in future. She hopes that CECCM will move forward and continue to play its role in promoting the China-Malaysia economic and trade.

在疫情冲击下，通过科技手段在线上进行视频会议，已是新常态。总商会顺应趋势，经与社团注册局确认线上会议法律效力后，开拓思路，决定在特殊时期将会员大会从线下走向线上。经过充分的协调与准备，大会最终取得圆满成功。
With the impact of Covid-19 pandemic, online meeting has become the new normal. Following the trend, CECCM had confirmed the legal validity of the online meeting with Registrar of Society and decided to held the meeting from offline to online in this special year. Both the Board of Committee meeting and Annual General Meeting were held and completed successfully.
