8月24日,马来西亚建筑行业发展局(CIDB)首席执行官拿督斯里阿斯利一行受中资企业总商会建筑商分会的邀请,参观中建马来西亚有限公司承建的帝国公寓项目。CIDB人力部总经理HILME HJ MD ISA,吉隆坡分局局长ZAINORA BT ZAINAL一行,建筑商分会会长吕恩,项目负责人等共计30余人参加了本次活动。

拿督斯里阿斯利一行受到了热烈欢迎,按照政府标准作业程序(SOP)要求,在门口接受了测温、消毒、登记,并查看了项目人员出入情况台账。项目严格遵守SOP要求,在出入口、作业区、办公区、过道等公共区域,四处张贴了政府疫情防控标准作业程序要求、安全与质量工作要求等宣传资料。项目管理人员向拿督斯里阿斯利一行介绍了马来西亚首个智慧工地管理系统,智慧面屏上详细记录了项目疫情防控、人力资源管理、物料机械管理、施工进度和安全管理等工作情况,尤其是体验VR设备培训给众人留下了深刻印象。项目经理傅先珺对项目整体情况、亮点工作进行了简要介绍,提出了项目当前面临的主要困难。

吕恩对拿督斯里阿斯利一行的到来表示感谢,对项目人员团结克服困难、推进复工达产表示肯定。他总结了当前马来西亚建筑企业面临的主要问题,一是人员短缺,技术人员的签证难以审批,当地外劳大量短缺;二是政府管制令(MCO)给项目造成了停工和延误,项目工期紧张;三是材料价格大幅上涨,额外增加的防疫支出给项目带来损失,对大部分建筑企业的正常运营带来显著影响。他强调,尽管马来西亚的建筑行业当前面临着众多困难,但是在CIDB的支持帮助下,中资建筑商依旧有信心克服困难,重振马来西亚建筑行业乃至于当地经济水平。
拿督斯里阿斯利表示,他曾经受邀赴中国参观过北京丽泽中心项目,中国先进的施工技术和高效的管理手段给他留下了深刻的印象,帝国公寓项目的“智慧工地”系统是中国建筑前沿建造技术的一个缩影,为项目建设提供了可视化、数据化、精益化的便利,值得马来西亚建筑行业学习和推广。对于马来西亚建筑行业当前面临的困难,他表示将进一步调查研究,向国家工程部和内阁提出相关建议。拿督斯里阿斯利表示将继续帮助建筑行业尽快完成疫苗接种,促成群体免疫。
On 24th August 2021, Mr. Lyu En, Vice President of China Enterprises Chamber of Commerce in Malaysia (CECCM) cum President of CECCM Construction Industry (branch) invited Datuk Ir. Ahmad ‘Asri Abdul Hamid, Chief Executive of Construction Industry Development Board (CIDB) together with Hil Me Hj Md Isa, General Manager of Construction Personel Policy Division (CIDB) and Zainora Zainal, the State Director of Construction Industry Development Board (CIDB) of KL to visit one of the project undertaken by China State Construction Engineering (M) Sdn Bhd.
Following the requirements of the government’s standard operating procedures (SOP), the visit strictly adhere to temperature measurement, disinfection and registration of every personnel.
Mr. Lyu En expressed his gratitude to Datuk Ir. Ahmad ‘Asri Abdul Hamid and welcome his arrival. He also thanks CIDB in providing assistance to construction companies especially in the resumption of work during the pandemic. He summarized the main problems currently faced by Malaysian construction companies:
(1) There is a shortage of personnel, it is difficult to approve visas for technical personnel, and there is a large shortage of local foreign workers;
(2) The Movement Control Order (MCO) caused suspension and delays to the project, and the project schedule was tight;
(3) The price of materials has risen sharply, the additional expenses on pandemic has brought losses to the project, and has a significant impact on the normal operation of most construction companies.
Despite the challenges, Mr. Lyu En emphasized that with the support and help of CIDB, Chinese construction companies are still confident to overcome the difficulties and revitalize the construction industry in Malaysia and even the local economy.
Datuk Ir. Ahmad ‘Asri Abdul Hamid stated that he had been invited to China to visit a project and was impressed by the advanced construction technology and efficient management methods. He added that CIDB will further investigate and study the current difficulties faced by the Malaysian construction industry. CIDB will make relevant recommendations to construction industry and continue to help the industry complete the vaccination as soon as possible to promote herd immunity.
